The bear is Winnie the Pooh, by way of Benjamin Hoff's The Tao of Pooh, which explains Taoism through him: the uncarved block, doing without forcing. Pooh keeps no grudges and gives no thought to burden. Nothing has to happen for him to be glad about it — the day itself is the occasion. Joy on those terms costs nothing and needs no one's permission, which is what makes him free.
